Control panel is not opening in Windows Vista 64 Bit version

Control panel Does not open in Windows Vista 64 Bit version.

Restarting the following services should fix the issue:
1) Software Licensing
2) SLUNotify
3) Readyboost

1. Press Windows and R keys on the keyboard together to enable the Run command in Vista.
2. Run command window will open.
3. Type "services.msc" without quotes and press enter.
4) Once the Services window is up, please restart the services: Software Licensing, SLUNotify & Readyboost.
